It was established in May 2008 as mandated by the Metropolitan Transportation Commission (MTC) to advise on candidate project applications for State Transportation Development Act Article 3 funds administered by the Commission, for applications for funding under MTC's Regional Bicycle and Pedestrian Program (RBPP) and for assisting in the implementation of "routine accommodation."
