The Novato Community-Based Transportation Plan (CBTP) is part of an effort by the Metropolitan Transportation Commission (MTC) to identify barriers to mobility and compose a set of recommended projects to address them. Using a grassroots approach, this Community-Based Transportation Plan has featured a collaborative planning process involving Novato residents in minority and low-income communities, community-based organizations that serve them, transit operators, City staff and TAM.
The focus groups, undertaken in July and August, canvassed the priorities of Novato communities and have helped form a set of draft recommendations. An integral part of the planning process has been the Stakeholders Committee, a 7-member group of community based organization leaders and activists, and the Technical Advisory Committee, a 12-member group of representatives from City of Novato Departments, Marin County Agencies and the Transit Agencies (Marin Transit, Golden Gate Transit, SMART, and TAM). A Community Workshop to be held at Novato City Hall on October 23 will be a forum for the community to further communicate their priorities with regard to the draft recommendations. From these outreach efforts, a list of proposed pedestrian, bicycle and transportation improvements will form the final plan, to be presented to the Novato City Council and accepted by the TAM board in January - February 2015.
